Aha! It was OneDrive causing the mess. I wasn't sure exactly what was wrong so I reinstalled OneDrive. Things are functioning normally now. Thanks for the solution. I never really understood OneDrive so it never entered my mind that something was amiss. Huge "THANKS", for solving my problem.👍

Thanks for the replies. @ trevo - Nope, I use Surfshark VPN @ spapakons - Yes, I did delete Steam and reinstalled it. No joy. @ Futurdreamz - I ran a scan three times. I have not changed the user folder name.
