I have this same problem which has just started with Media Player 11.2604.9.0 It's not an issue with the file - any mp4 or ts file containing MPEG-4 Part 10 H.264 AVC video gives the error and does not play. Thankfully just doing a Reset fixes it. Settings > Add or Remove programs > Media...
