Yes. I am having this problem too. Windows 11. The Snipping Tool dialog box creeps up the screen about 1/2in each new time it opens... -

Can you use ALT + Spacebar, Move and then reposition with the cursor keys? You may have to click somewhere on the errant widow first...

Mine does the same. All I do is to put the mouse cursor on the bottom edge until it changes to the two arrows then drag it sown...
