WOO HOO. I found a solution online with out having to do any installs, repairs, etc. Open Windows Powershell as an administrator. Then perform this command: Get-AppxPackage Microsoft.SecHealthUI -AllUsers | Reset-AppxPackage Voila. Fixed. I had the exact same issue as the original poster...
