Click the SCAN NOW button to download the esetonlinescanner_enu.exe file to the Desktop
Double click esetonlinescanner_enu.exe. Accept the Terms of Use
Select Enable...
Disable Fast Startup To disable Fast Startup in Windows 11, open the classic Control Panel, navigate to Power Options, and uncheck "Turn on fast startup" in the power button settings.
Install the GPU driver from GPU manufacturer website they will be the newest release or try the newest Dell GPU driver.

Try uninstalling Steam using Revo Uninstaller and reinstall it and the command you have used is for resetting TCP/IP protocol suite and should be used with caution.

If you can see BIOS logo or boot into BIOS that means it's not Windows 11 software update caused the problem try resetting BIOS setup by removing BIOS CMOS battery.
