No, power-saving would cause a low brightness screen system wide. This is only on the desktop. Power-saving wouldn't cause the task view situation either.

There is no option for adaptive brightness under Display. Only one option: Turn off display after.

Only when I go to the home screen by swiping down the trackpad with 3 fingers, or double clicking on the bottom right button on the taskbar, otherwise its dimmed. When it is bright, right-clicking anywhere on the home screen will dim it.

HDR is on, but only when connected to a power source, and adaptive brightness is on when on battery. Changing either does not fix the issue though.
