Buy a new machine. Before I even power it up I remove the factoy installed hard drive and replace it with a drive from my stash. Clean install of needed OS without any of the BS. If I have a hardware issue requiring warranty repair I just slap the factory drive back in.

Based on my test installs of both 21H2 and 22H2, as long as you load 21H2 and then update to 22H2 you should be good to go. There are also ways to restore the Local Account Creation for a clean 22H2 install (see Rufus v3.20; several autounattended.xml scripts).
I like StartAllBack but have tried Start11 (kind of slim on functionality) and Open Shell (not as polished as the other two). All of them give you the task bar functions (Quick Launch, etc.). Try Open Shell first. It's free and see if it does the trick for you.
