    Touchpads often have vendor (e.g. Synaptics) provided software but most mice are plug-and-play and use Windows settings. There are third-party apps for mouse settings (normally for gaming) but I cannot say that I have ever needed/used one.

    It sounds like it may be a USB or signal issue. Can you disconnect all the non mission critical USB devices (e.g. printers) and test the USB aerial in different USB port. PS. Wi-Fi mice can do funny things when connected to USB hubs.

    If your computer is refusing to forget a network there may be a larger issue. Reviewing the System log in Event Viewer may shine some light on this. You open Event Viewer by pressing the Windows + X key and selecting Event Viewer from the menu.

    Sounds like the mouse button might be sticking. Do you have a spare mouse to test?
