I know this is an old thread, but was this ever resolved? I recently upgraded from Win10 to Win11, and initially, both OneDrive icons WERE at the top, under Home, and that's how I wanted it. But today, one has moved to beneath the favourites. And dragging to relocate it doesn't work. Anyone...
