I'm afraid neither of the two will apply.
All SSD'd in the PC and always complete shut down.

I investigated the behaviour in this matter.
What I can recompose about every time: when I wait longer then -about- half a minute or more to logon to Windows then the startup apps are started slow (aka "the problem").

I installed another portable version, and now all is well. And reacts as expected with choosing the default apps, etc.
The portbale apps were all from portbaleapps.com
I have deleted it, still persists.
When I delete that key, the record was gone, but it came right back when I right clicked a pdf file, without opening it.
There that key was again (and the context menu as well)

I already saw this tutorial, and tried it several times, but no effect.
The "Open With" context-menu stays the same.

Well the Realtek drivers are definitively the cause.
Tried every Realtek setting, cleaning drivers first, uninstalled Voicemeeter, etc etc but only the headset is acting like a weird thing with Realtek drivers. Multiple headsets tried.
Windows (generic) drivers work OK.
Strange that no-one has...

Playing music to my headphones -without- any driver for Realtek and/or DTS, works OK.
But I miss some handy functionalities when not using that drivers/software.

The problem is that it doesn't occur always.
When I do a (true) restart from the Power Down option, most of the time it will start good and there is nothing to troubleshoot anymore.
