    The properties window reads that it was read-only and after I uncheck it and click apply then I will be prompted that I need to provide administrative permissions and to click continue. I've done so and rechecked Properties, even after a restart, Read Only stays checked.

    I just updated the AMD High Definition Audio Device and I can't find it in Device Manager. EDIT: fixed by uninstalling AMD Audio in device manager.

    No, it did prompt to reset, but I have the same version of Windows.

    Unblock is neither in the context menu nor Properties. Upon opening the file I didn't get a warning by Open File nor Microsoft Defender SmartScreen. Nothing in PowerShell worked for me either.
