I'm setting up Outlook and on the third screen It asks for a password. I want to know what password are they referring to, the router password perhaps:

The properties window reads that it was read-only and after I uncheck it and click apply then I will be prompted that I need to provide administrative permissions and to click continue. I've done so and rechecked Properties, even after a restart, Read Only stays checked.
At User Accounts there wasn't a check box for 'Users must enter a user name and password to use this computer' so in the registry editor I had gone to

I get the following error if I click the shortcut or icon in the folder:
I would like to know why this is and if I can get access to the app.
EDIT: The app appears at Settings > Apps > Installed apps.
Unblock is neither in the context menu nor Properties. Upon opening the file I didn't get a warning by Open File nor Microsoft Defender SmartScreen. Nothing in PowerShell worked for me either.
