I had the same problem, Found the answer on Reddit. Fixed it by deleting a registry key HKEY_CURRENT_USER contains a value named "(default)". the data inside MUST say "(value not set)", otherwise system sounds wont work Credit to Reddit User pablo5426 :-)

Refuses to download for me. Gives up after an hour or so. Says a file is unavailable. Happening on multiple machines

Looks like it's a Microsoft problem. 365 is having mail delivery issues as well. - Australia Store is downloading updates at a snail's pace.
