Thank you all for your replies. This specific update always reappears and I always give it several chances to install. All other updates install and continue to install with no issues. It's only this one.

on Version 25H2 (OS Build 2600.6899) This update is not installing. It goes from pending download, then completes download, then to installing and at around 30-40 % installed it reverts to pending download. Clues, thoughts, help? -thx

Hello! - I do not recall which option I used (if it matters) but when I did this to have the 24 hour display at power on, it takes a long time (@ least 7-10 seconds) for it to 'switch' to 24 time. Clues? -thx
