I had been experiencing this same issue, with the same mobo/CPU as the OP. All sleep/low-power settings disabled, monitors would turn back on every 2-4 minutes constantly. Thank you for the tip about the notifications - ultimately, I had to toggle off the top "Notifications" slider at Settings >...
