Update: I have found the solution finally. It was my NVME SSD (WD Blue SN580) drive caused all kind of problems. Ever since I have replaced it with another one my laptop works correctly, no more cpu clockspeed limitations anymore. Funny thing is, I used my laptop like this for almost a year lol.

Yes, I deleted updates there as well, nothing changed. :( Not many users report this kind of issue by the way.
