Found the issue after several hours. Windows just wants to mess everything up for others. Is it me or has windows N editions always been riddled with ridiculous ass bugs not seen in the non-N editions for no apparent reasons? Especially things which do not require the media packs such as this...

Windows can't ever stop being ever so annoying. Regedit modifications to disable win+ shortcuts do not work on win+c for some reason. Does anyone else has any idea how to disable this annoying ass shortcut without the use of annoying ass powertoys or explorerpatcher? Explorer patcher is fine...
