I finally caved to the whole thing and robbed the fan from the newer video card and replaced the old screaming fan on the original card that the drivers were working fine with........Thanks for all the suggestions. Live and learn.

I have been trying for some time to make a viable and bootable USB of Tiny 11 using Rufus. I still have not been successful. I have made countless bootable USB's using Rufus and Insider builds that work. I don't know what I am doing wrong. Any help is appreciated.
I had to try two different times to get the latest Beta Build. For some reason, when I would unpack the files I had a totally different build. Somehow the URL's were mixed up. I waited for about an hour and tried again and I finally got the one I was looking for.........If this keeps up I will...
I have tried to use rdadguard site but it has been erroring out during the compile....I need an ISO for an in-place upgrade. Is there any other safe place to get an ISO? Trying to get latest Beta. Windows 11 Insider Preview 10.0.22631.2338 (ni_release) (x64]
I ran sfc/scannow and it said there were errors and it was only able to fix part of them. I ran an in place upgrade with the same build and so far I have not had the same issue......gonna wait a few days before I declare a victory though. Thanks for all of the info!!!
Just wondering if anyone running this build....Windows 11 Version 22H2 (OS Build 22631.2129) is having this same issue? If I open a full screen app, upon closing, most of my desktop icons are white. I have deleted and rebuilt icon.db but it still happens. See screenshot.....
