I was totally fooled.
Mystery solved : C:\Windows\regedit.exe X C:\Windows\System32\regedt32.exe
I found out that there are two regedits on Windows 11 as above.
During all the time I trying to edit regedit.exe with no result.
However with regedt32 is another story.
#2 You can no longer change the taskbar location on the screen in W11..... OH yes I can , using Explorer patcher [ Releases · valinet/ExplorerPatcher ]. My one is on the top , it is not the way the trainees at Microsoft want it.
Regarding the icons size Set-ItemProperty..... solved the matter...
....... Which specific changes are you making that are not sticking?
Just to mention 2 :
#1 - HKEY_CURRENT_USER\Software\Microsoft\Windows\Shell\Bags\1
to change the desktop icons size [ I am aware there other ways but they do not provide me with the size I want ]

Alright , Registry editor may be enabled but by some reason it acts as if it is not. So far I have never had this issue before , every change I made was saved on previous versions , but it is not what happens with Windows 11. Changes are not saved. What to do next ?

My purpose is to enable Registry Editor [ regedit.exe ] so that changes I make on registries are saved [ as it was on previous versions of WIndows ].

regedit started as admin , my new decimal value replaced the default 49 then saved , I reopened to check whether the value I typed was there [ ok , it was ] , rebooted to find the same default 49 back once again.
On previous Windows...
