Hey, I know this thread is old but I'm having the exact same issue as you. Today I ran the Intel processor diagnostic tool and memtest64, both worked perfectly fine with no mouse stuttering. For the sake of it I got Crystalmark disk benchmark, low and behold my mouse looking like a teleportation...
