This how i tuned my system everyone's is different what works for me might not work for you.

Something is definitely wrong with your set up you might want to test the psu cables going to the gpu one bad cable and that's all it takes.
You should also tune your memory there is no way i should be smashing your rig with a 4090 installed vs my 4080 but again you need to do some work on that...

Just FYI to the OP the problem might be with XMP seems this is the issue with these boards the aloud rated memory speed is the most stable when it comes to games can't believe why half my games are failing but other work no issue.
Basically saying use XMP at 3200mhz
