If you change anything in this file you might make your drive unbootable.
That is why Windows disabled the delete function for those entries.
It is highly difficult to manually repair a boot...

I think you can use a Windows 11 Pro key on 3 computers once it is bonded to your Microsoft account. 🤔
When searching Google some answers I found say no. Others say up to 3 ~ 5 computers.

If you do not have a viable clean exFAT formatted USB drive I would make one & put that ISO on it.
I would reinstall a clean version of Windows 11; offline.
Then follow those steps I posted.

I have always found that if I do not need to use a particular piece of hardware I would physically disable that device. If it was hardwired to the motherboard, I would find out if the USB ports was able to be disabled on the board by jumper switches or within the BIOS through a parameter.
