I followed this guide and managed to install Windows 11 on my old PC (No TPM, No Secure Boot and i5 4th-gen):

The catch is to import a new reg file at Windows 11 installation. It will bypass TPM, Secure Boot and CPU checking.

exFAT is working better as storage device instead of bootable device. Both my Mac and laptops won't recognize exFAT USB created with ISO burning software.
+1 for Microsoft Windows and Office ISO Download Tool from heidoc.net. You can still get a valid Windows 7 ISO download link after making several clicks. To be noted, the download link is only live for 24 hours.
p.s you have to take the risk if you are trying to download from other sources...
The USB drive is Rufus NTFS but the boot drive is MBR. I created a Windows 11 USB drive with another tool formatted with FAT32 and it loads Windows 11 setup with no problem. However, the installation won't continue due to lack of TPM and unsupported CPU.
For M1 Mac, you need to create a Windows 10 virtual machine with Parallels Desktop first. Then add TPM module and get direct upgrade from Windows 10 to Windows 11.
