Seriously, it's not because Notifications are off or muted or because my Sounds settings say Windows (Modified). It says Modified because I turned others on to test them. Everything is set as it should be

Are you getting system sounds? Like if you click the volume icon in the sys tray and click to move the volume slider up and down, does it make a sound?

I had the same problem on 2 PCs. On this one (my main rig), things went south drastically and I ended up having to do a clean install. On the 2nd PC, I uninstalled Malwarebytes and turned off .NET Framework 3.5 (includes .NET 2.0 and 3.0). I was then able to install the update KB5015814...
