I asked in different forum. It seems windows will render the text at the native resolution, but bigger.

What is your scaling in settings ? Windows will reduce resolution if scaling is more than 100% to make UI appear bigger.

I have a 1080p 15.6 inch laptop panel. Windows, by default uses 125% scaling. My resolution appears to be 1536x864 when checked using this tool. Does this reduce effective text ppi and makes text less sharp ?

I think windows security now checks if an antivirus program is running and if not then turns defender back on.

I am running from HDD. I have a G4560 and Nvidia GT730. When moving the window CPU usage spiked from 2% to 14%-20%. I don't have values from Windows 10 to compare it with. You might want to create a bug report in feedback hub.
