I can confirm that going into Task Scheduler, clicking on the GoogleUserPEH folder on the left hand side then right clicking on RunPlatformExperienceHelperOnUnlock and disabling this task made the popup go away on boot and when signing back into Windows 11 with my PIN.
FOUND IT!!! Some sort of Google related task in Task Scheduler. When I manually run it, the same window appears every time. I will try disabling this task and will report back if it makes a difference.
Same issue here, started for me a couple of days ago. Disabling all my startup items did not make the window go away. It even pops up every time I enter my PIN to log back into Windows. I did a full malwarebytes and windows security (defender) scan and both came back clean. So far it's just OP...
