Here is a sample file I use, please refer to it.

You need to run the file at %SystemDrive%\setup.exe /legacy with the option, instead of using \sources\setup.exe.

1. Save the following content as winpeshl.ini 2. Open the boot.wim file with 7-Zip, navigate to Index 2, and drag the winpeshl.ini file into the \Windows\System32\ directory. 3. Update the modified boot.wim file in the sources folder of the original ISO file.
