Solved 0xc0000135 error while trying to launch an app.

Hi there!
I have a problem. When I try to launch any app, it just gives me an 0xc0000135 error. I read on the Web that it's an .NET Framework problem, so I tried reinstalling the framework. But when I tried to do that, it gave me an HRESULT 0x80240017 error.

I can't update, because after updating to the latest Dev version (25197.1000) the Internet isn't working.
(I can also tell you more about it)

The 0xc0000135 error applies to most of user-installed .EXE apps. UWP apps work normally. Some of the .EXE apps work, but there's only a few of them.

I already tried a clean boot (or at least what I think it is - disabling all non-Microsoft services in msconfig and booting again).

I tried every solution on the Web (or at least I think every, as I saw every single one repeating) but they don't work.
If you need more details, just ask! I will describe them as precise as I can!
Please help me! :)

NOTE: I can't really do a clean install

Okay, so I marked this thread as solved and I'm gonna tell you what I did.
I can't update, because after updating to the latest Dev version (25197.1000) the Internet isn't working.
I fixed that by going back to previous version of Windows & updating every Internet driver I had (Wi-Fi & Ethernet).

When I try to launch any app, it just gives me an 0xc0000135 error
So basically, I updated once again to 25197.1000 version (now w/ Internet working). The .NET Framework updated itself and new features showed up in the Optional Features window.
