Given that 2 weeks have passed since last Cumulative Update, can we assume that we are close to the 24H2 General release?

MS seems to be planning upgrades to 24H2 on regular PCs for about october this year, so yes, it's near.

Sure you can assume that but the thing to remember about assumptions is that they can:
"make an ASS of U and ME".
