Admin account. Some Start-RT Click apps do nothing at all. Some Start run commands do nothing at all

Windows 11 24H2. I am on an ADMIN account.
* Right click on the start button and choose, for this example let's use Device Manager, and absolutely nothing happens. I use Sysinternals Process Explorer and verify no MMC is running. I left click on the start button and run Device Manager and it's starts up normal.
* Left click on the start button and type in CMD, click on Run as Admin - nothing happens. I've gone to the command.exe and made it's properties run as admin. Now go back to Run->CMD-Open and cmd starts up in Admin mode.

I've done quite a bit of research on this and it seems there are hundreds of similar issues. I've tried many things to fix this not limited to the ubiquitous DISM, SFC, etc... sorry I haven't logged all the things I've tried over the past few months since this started.
Any polite concise suggestions appreciated. Also sorry i dont know why this is forcing me to do a poll.

Any 3rd party tweaking utilities in play here is this stock Windows?

You can try resetingt the StartMenu Experience application.
In Powershell

I had the exact same problem. I believed it was a start menu shortcuts problem in the registry. I forgot what update it was, Windows repair was not allowed as an option and system file checker found no problems. Not knowing what to fix, I reinstalled Windows with the latest media creator using the save app and data settings option. Everything is working now. Even after all the updates. All I lost a few custom shortcuts.
