After removing an update, Windows 11 is only allowing "update and restart" or "update and shut down"

I removed one of Windows 11's bigger updates because it caused issues with another program I use. However, after removing the update, it acts as though it is in the middle of updating. It won't find any new updates and only allows me to update and restart or update and shut down when I try to turn off my computer.

It would be helpful if you provided more info-version and windows build, which update, what problem the update caused and with what program. Completing full PC specs as well.
When you remove an update, just as when you install an update, one expects to see either update and restart or update and shut down

After removing an update, Windows needs to restart to clean up. Let Windows do its thing and hide the update if it should reappear.

I have restarted many times over. How would I hide an update?

Also, it was the 22H2 update.

Agree, has to restart to rewrite the Registry and other cleanup. When specifying a Version such as 22H2 it is also helpful to show the Build as that's a further modification. WinKey + R, type winver and press Enter.

@glasskuter my concern is not the update notifications. It is not giving me any kind of notification, it is only making it so I have to do an update restart while shutting down my computer though it does not do any update when I do this.
@Berton the 22H2 update is what I uninstalled. Right now, I have the 21H2. Here's a shot of About Windows.

After reverting to Version 21H2 did you also get the subsequent Build updates for it? We have Version 22H2 for this year, probably will get Version 23H2 if their numbering scheme remains. The first two numbers are the year, the H is for Half and the single number is for which half of the year. It was just this year they changed to once-yearly Version Upgrades.

The reason this is something I feel I need to fix is because it won't get updates because it still seems to think it needs to finish installing updates that aren't there.

This seems to be what the Windows Update Troubleshooter is designed to fix. Have you run it yet?

System > Troubleshoot > Other trouble-shooters > Windows Update

Is not helping...it gives links for Windows 10 and Windows 11, however, the l;ink for Windows 11 only goes to Windows 10.

It might not have uninstalled fully and left some remnants.

If you boot to system recovery options, does it give the option to uninstall the last update ?

It was uninstalling an update that got it into this situation. I have tried installing anything else that may have come with the one I removed as well.

Sorry I don't understand what you mean by 'links'. The trobleshooter is an app that runs, checks for, and fixes problems.

then I must have picked one that is different from that one. I'll try to find it.

the one you were looking for is apparently located differently on my computer than on yours. It saw there's an issue, but it did not fix it.

I guess the question is simply how would I find and install an update manually so it registers that it is updated?
