Wondering if you have Windows PowerToys installed as, if so, it sounds like the cause might be the 'Fancy Zones' feature setting in PowerToys.

Open an app of your choice. Hold down the Shift key and drag the app window to where you want it and close the app. Now release to Shift Key. Now open the app again. It will show wherever you dragged it to.

Actually, you only need to hold SHIFT while closing the app (clickk the close "X" button).

This 'trick' has been around in Windows for a very long time. However, Windows 7, and especially 10 (and seemingly 11) can easily break the trick and override the last size and position of the window.

Speaking of which - this kind of thing is also stored in the registry for a lot of windows, and if you run a registry cleaner, you may be removing those settings and causing the window to default.

Another thing to consider is that if you have multiple monitors, and particularly different sized and resolution monitors, which means that sometimes one monitor comes on 'faster' than the other, Windows 11 may be aggressively trying to move windows around when waking the machine up, and breaking the 'set' last position value. If this applies to you, try waking the machine but not logging in until both monitors are fully awake.

The really sad part is that there are plenty more reasons why this may be happening to you, in addition to the reasons I provide and all the other reasons posted here as well.
