Appx only available in audit mode but not in OOBE mode

Recently I'm facing an issue with Windows 11 24H2 26100.1 build and their respective LCU's, because when I create a custom image using answer files and scanstate, after capture the image in WINPE, this image deployed in the reference computer works fine the Appx apps (calc, screen sketch, Windows defender) in audit mode, but if I sysprep the image with ot without the "generalize" option when I create a user account in the OOBE mode section and I reach the desktop interface with the user account created, all the appx apps that comes by default in the WIM image are no longer present or available, including the Windows defender app.

The same mode and configuration used it was working well since Windows 2004, 22H2, 23H2 until now with 24H2, do anyone has this same issue? This configuration that I'm using is for OEM scenarios.
