Solved Backup to External HD Stopping on Error

So I guess I'm a throwback for not buying cloud space to do constant & incremental backups without having to think about it.

I am finally getting around to doing a backup since a new desktop purchase and it's getting stopped with the alert dialog message "The APPX file can not be accessed because it is not encrypted as expected." Error code 0x80070199

I did a chkdsk read-only mode on the source drives (logical C: and D: on the SSD) and on the target (logical G: on the USB HDD)

The D: drive had an error which required a re-run of chkdsk d: /f /r /x with no follow up errors.

There is nothing on the Disk Cleanup category of files that I can see might fix this (I'd rather not empty the Recycle Bin unless someone says that absolutely in the problem).

I wanted to check to see if encryption is somehow active. So the first thing I did was look at System Information in admin mode and looked for Device Encryption Support and found the value below

Device Encryption Support "Reasons for failed automatic device encryption: PCR7 binding is not supported, Hardware Security Test Interface failed and device is not Modern Standby, Un-allowed DMA capable bus/device(s) detected, Disabled by policy"

Moreover, Settings > Privacy & Security shows no availability of Device Encryption.

So the APPX file being accessed is not on a disk set for encryption nor can it be, so why would the Backup app be looking for an encrypted file?

Additional research
  • BitLocker is not installed
  • gpedit.msc is not found (apparently it can be installed even in W11Home)
I found *.appx files under C:\OEM where I guess Acer puts important files.

Any ideas?

Hi there and welcome to the forum. If you are trying to use 'backup and restore' in control panel, that's your problem. That feature has been deprecated for some time. Even Microsoft recommends you do not use it and to use a third party solution instead. There are many good free backup programs available. Poll on Backup software

No, you are not a throwback for using an external hard drive for backup. I believe most of us here do. However, you are a throwback in your choice of backup method.

Well, I took advice of @glasskuter , did a web search on "best backup app for Windows 11" and after looking at sites I recognized for reviews, decided on Paragon Backup & Recovery 17 Community Edition.

It appeared to have the options/customizability of interest and the two jobs I wanted done were completed and verified.

From reply of @Ghot I may look at the Macrium product too, especially if others have used Paragon and indicate Macrium is better.
