Is the taskbar icon for the battery supposed to say "Charging" when hovered over as in previous versions? Mine shows a plugged-in battery icon but the battery is slowly losing charge and never says it is charging.

Mine doesn't but, if you click on the systray icon then hover on the Control Center icon, it does...

I didn't fully understand your problem. I have seen that sometimes the icon shows a charging battery when in fact it is not connected to the charger. It is a temporary glitch and not always present.

With Windows 11, on my laptop, the icon isn't a good representation of the actual charge remaining in the battery. For example, the icon on my laptop shows an almost empty battery even if there is more than 30% charge remaining.

I have set the low battery level to 30% under Power Settings, so not sure if it has anything to do with it.

Let me approach this from a different angle with a few questions:

First, you noted that even plugged in you seem to be slowly losing charge. So...

1) Are you using the original charger that came with the laptop?

2) If you power OFF the laptop for a while (I would give it a good 30 minutes at least) making sure to note the percentage charged before doing so, and then power it back on, does Windows indicate that the charge level has increased during that time?

3) Is there a physical light on the laptop that indicates when the battery is being charged and is it illuminated?

What I am getting at:

If you are not using the original AC adapter, it's possible that you are using an adapter that cannot provide sufficient power. A typical symptom is that it will power the laptop to some degree, but you can potentially lose charge, possibly slower than when running purely on battery, especially when doing anything more power hungry. If the laptop is charging when powered off, that is another typical symptom of this issue as the laptop will gain charge because the laptop is not drawing any power.

My main question is does windows 11 actually show anywhere that the battery is charging? Older versions would say "Charging" when hovered over the battery icon and the battery was low on charge. My windows 11 only shows the battery status. The laptop is running on the original charger. The taskbar icon shows it is plugged in but there is no indication that it is charging.

‘Plugged in’ means Charging. There is no need to mention the same thing twice.

However, if it is plugged in and NOT charging, then it would say: Plugged in, not charging. That’s shows there is some problem.

If so why does my battery not charge? It went down to zero so I purchased a new battery and it is also going down and not charging.

@dcox1961 Worst case scenario would be the charging circuit in the laptop has failed. With cases like this it becomes a process of elimination, which sucks.

Solved
1. MSI Dragon Center was set for "Best for Battery" only charges below 50%
2. Old battery was defective so it wouldn't charge even below 50%
3. New battery wouldn't charge because it was above 50%'
4. Changed Dragon Center to keep battery at 100% and it started to charge new battery. I will change it back to "Best for Battery"
5. Installed a simple battery app (Battery Percentage Icon) that adds a nice little icon on that actually says "charging"
6. WIndows battery icon does not say "Charging" even when it is charging.

Thanks for all the input. I really appreciate it! I hope this helps someone else.
