OS
Windows 11 Pro / Linux Manjaro
CPU: Intel i7-5960X
GPU: An OCed RTX3080

So the problem is a 58-75 framerate @ 25601440 with 50%-60% CPU utilisation and 60%-75% GPU utilisation. That makes no sense to me. There is little performance difference between ultra and low settings. DLSS is set to Performance. Raytracing ambient occlusion is off. Unlike for BF5, Future Frame Rendering does nothing. I used DDU in safe-mode to remove the nvidia drivers and then reinstalled them and also reinstalled the game. Performance of other BF editions remain unaffected. Is anyone with a similar-ish setup seeing much better performance from BF2042 on Windows 11? I don't want to reinstall Windows 10 but I will if I can't sort out this problem.

Is that the correct link? The video explained nothing, not even which Windows version was used. I already know what performance results I should expect. The reason for posting here is that I am not getting anywhere near those figures and I don't know why.

I've been trawling the internetses for others with this problem and stumbled across this thread. I'm using an 5600x with an oc'd 3080, 64gb Ram off an decent M.2 drive with Win 11 Pro. Results are in the same ballpark: 55-75 FPS @ 1440p. Doesn't matter if I run it set to low, ultra, whether DLSS is on (any level of it) etc. Both CPU and GPU utilisation are around 60%. After 20 years of building my own systems you'd think I would be used to this sort of thing by now :)
My guess is the game is just poorly optimised (quelle surprise), could be a CPU bottleneck, but changing PBO settings and fiddling with RAM timings isn't affecting the performance at all.... Maybe it's just an Easter egg, if we hit 100fps a prehistoric fish will jump out of a skyscraper in game or something.

Vsync is off in game and the config file, so not that. Tried with G-sync on and off, manually setting DLSS levels in the config etcm Nothing changes the performance. I expect more reports of stuff like this will pop up in the coming days/weeks.

I read in another thread that Windows 11 have an extra security feature that when enabled slows down performance too much and this affects gamers. Upgrades from Windows 10 to 11 are usually not affected since in 10 this feature is disabled by default. Clean installations of Windows 11 are affected since the feature is enabled by default. To disable it, search for Core Isolation, click to open this setting and make sure Memory Integrity is set to Off. You might need to restart your PC to take effect.

It could also be that these nVidia drivers are faulty. Try installing earlier drivers.

You're referring to VBS (Virtualisation Based Security). Haswell-E CPUs like mine and Monkey_Butler's do support VBS, but it's an early implementation and leads to a significant loss in FPS in games. That's why Haswell-E will never make the Windows 11 CPU compatibility list. It is enabled by default upon installation when there are no incompatible drivers, or manually once the offending drivers are removed. I've kept the option disabled.

Have you tried installing earlier drivers? Do they have the same performance issue? I remember the old days of Windows 98 that a new driver would have less features and lower performance than the previous driver. So I always kept a backup of the current driver before updating. It seems history repeats itself. Also have a look at the 3D settings in nVidia Control Panel. I prefer maximum performance over image quality which I would not notice anyway in very fast action scenes.

ShadyNZ is a local twitch streamer in my city and has an RTX 3070 ti and a i9-9900KS . He gets comparatively very high FPS.
I grabbed his PROFSAVE and PROFSAVE_profile and now get 90-110 FPS. Better but still way off what it should be. I'm about to install Win10 on a spare SSD to do a comparison.

Something def messed up, Ive seen so many reports of people with high end systems having weird issues with cpu usage and gpu usage, Im running a 2560x1440 at max settings minus ray tracing WITHOUT dlss and ive been running 60 solid. Cpu anywhere from 20% to 45% and gpu anywhere from 60% to 99% depending on whats happening. My biggest concern is im using about 7.7gb of vram at 1440 and nearly 15gb of normal ram.
DLSS gave me way worse performance, Plus if youre at 1440p, Performance is roughly 50% of res you're using so youre upscaling 720p to 1440p. Bin DLSS unless youre going for 4k

Just a thought. There is a setting in nVidia Control Panel and AMD equivalent to limit output at 60fps. Make sure this is disabled and let the graphics card output as many frames as it can. Also try earlier drivers, this version could have a bug. Try to disable ray tracing as well, as it adds a great overhead to the card.

15% on my end for ray tracing cost

I tested BF2042 on Win 10 and 11 prior to installing patch #2. Profiles are identical. 2560x1440, V-Sync off, everything else was default settings which on this PC is Ultra. FPS averages were in the 70s and 80s, but FPS is either the same or a little better on Windows 11. Not what I was expecting and am kind of disappointed. I got more stutter on windows 10. I don't know where the bottleneck is. Maybe it's slow RAM. 16GB 2800MHz CL14. But I can't do much to improve that. My Haswell's memory controller is just sucky.

I don't know where the bottleneck is.
It's your CPU. Base freq is only 3GHz and only turbo up to 3.5GHz, while the Intel CPUs that gives best performance boost near or beyond 5GHz and stays there most of the time.

What more do I want? I want the extra 50 to 70 FPS I had in BFV. I see jitter and blur when panning at frequencies that low and movement feels sluggish. I don't care so much about low FPS for single player games, but for multiplayer FPS? Absolutely. Besides, much higher frequencies make it easier to get kills even for mediocre FPS players like me as this LTT video demonstrates. I like to strike a balance between nice visuals and FPS at above 120 FPS and can't get anywhere near that with BF2042.
