Blu-Ray Burners not recognized as Writeable in Windows Explorer (No Format option in Right Click menu and the Eject option does not work)

I am pulling my hair out here. I have a number of Windows 11 machines. I have 3 external Blu-Ray Writers. On some machines, when I plug any of the drives in via USB-3 or E-Sata they are recognized as a writable drive and function properly. On other machines they seem to only be recognized as a ROM drive and malfunction. More details below

I have the following Blu Ray Burners

Pioneer BD-RW BDR-X12 USB Device: Desktop Form Factor in Factory External Case, USB 3.0
Verbatim/Pioneer BD-RW BDR-UD03 USB Device: Laptop Form Factor, Factory External Case, USB 3.0
LG WH14NS40: Desktop Form Factor in 3rd Party External Case, USB 3.0 and E-SATA

I have the following machines:

1. Microsoft Surface Book 3 running Windows 11 [10.0.22631 Build 22631]
2. Microsoft Surface Book 1 running Windows 11 [10.0.22000 Build 22000]
3. Desktop (MSI Z270-A PRO (MS-7A71)/i7-7700K) running Windows 11 [10.0.22000 Build 22000]

4. Intel NUC: NUC11TNKv7 running Windows 11 [10.0.22631 Build 22631]
5. Intel NUC: NUC13ANHi7 running Windows 11 [10.0.22631 Build 22631]
6. Intel NUC: NUC6i7KYK1 running Windows 11 [10.0.22000 Build 22000]
7. Desktop (ASUS PRIME B460M-A R2.0/i5-10400 CPU) running Windows 11 [10.0.22631 Build 22631]

On machines 1,2 & 3 I can attach any of the Blu-Ray burners and they function as expected. E.G. If I right-click on the Drive in Windows explorer I see "eject" and "format" options. Clicking on the "eject" option opens the disc tray. I can format re-writable media and copy files to media using the format option. If I install NERO Burning Rom (2022) it recognizes the drive. For machine 3 and the LG Drive this is regardless of the connection mechanism (Sata/E-Sata/USB)

If I take any of the drives and attach them to machine 4,5,6 and 7 the drive does not behave correctly.

It appears in Disk Information. I right click on the disk in Disk Information and select 'eject' the driver tray opens as expected. It can read CD, DVD, and BRD discs without a problem. However, if I right click on the drive in Windows Explorer the 'format' option is missing from the right button menu. If I click on the "eject" option Windows reports "An error occurred while ejecting the CD Drive". If I install NERO Burning ROM NERO, NERO does not think I have any burners attached to the system.

For machine 7 and the LG this is true regardless of whether I connect it directly to one of the motherboards SATA ports or use the E-SATA/USB3.0 enclosure.

If I check Device Manager, the device is reported as "Working Properly". In all cases the Device Mangers reports the driver is "C:\WINDOWS\SYSTEM32\DRIVERS\CDROM.SYS version 10.0.22262.1

On the 11th Gen NUC I have done a complete download and clean re-install of Windows 11 and the behavior remains the same. E.G. there is no 3rd party software involved.

The fact that the drives work with some configurations and fail with others leads to believe this is not a problem with drives or cables. The fact that the behavior is independent of the connection method (USB or E-SATA on the desktops) leads me to believe it is not a USB problem. The fact that "eject" works from Disk Information but not from Windows Explorer points to a problem at some level above the driver.

Anyone else seen this and have ideas how to fix it.
