I'm a Newbie when it comes to Win 11 so...
I am getting a blue/green screen that comes on that says "Do not turn off your computer while update is downloaded and installed". This comes up while I'm in the middle of working and locks my computer. (twice in the last week) I immediately disconnect my router and force turn off my laptop.
Question: Is this a regular Windows feature?

Yes. By turning everything off, you are just postponing the inevitable. It sounds like this is just part of the Windows 11 updates. There are settings in Windows Update that give you some control over the updates, so that you are not bothered during working hours. I have my working hours set to 3:00 AM to 9:00 PM. It works most of the time, but every so often, I get bogged down by the download.

If you want the updates, just do what the screen says.

There are some updates, like security and driver updated, that don't wait. They just load and install in the background. Security updates are installed every day, with out any user intervention. However, I have never had them bother me.

Updates usually come out once a month, but sometimes more often. I check for updates regularly and allow the update, when it is convenient for me. I can usually postpone the update for a week. During the download and install of an update, I just leave the computer on and go do something else.

Following on from the excellent advice from @K7MEM here is a screenshot of the Windows Update settings that you may want to check.
As setup on my PC I don't have Windows rebooting to update when it feels like it.
