Suppose the discrete video has 2GB memory. Is it wasted when the in-processor video card is used?

Yes, that video is dedicated to the use of that GPU.

If you're going as far as trying to utilize dGPU VRAM, then why bother with the CPU in the first place? Everything will be dead slow. GPU system calls are expensive compared to utilizing the CPU cache and RAM structure. If using dGPU VRAM, then use the GPU chip itself. The performance gains will be massive.

If a notebook /laptop /mobile workstation has both iGPU and dGPU and it is used as a desktop replacement then there are often settings to use only dGPU.

There are programs out that can perform some specialized operations with the GPU RAM, but I'm talking about Windows itself. It will not do anything with that GPU RAM.
