Cannot get rid of É instead of question mark É

I have tried everything, read through dozens of posts, nothing works. My keyboard and language are set to U.S., I get the É in word, notepad etc. Other keys: Open curly bracket è, question mark é, and close square bracket is à. PLEASE help! Ive set every parameter to US english, so....now what É

For some reason your keyboard setting must still be wrong.

I looked what other layouts would be possibly having relation with your Question Mark → É.

One of the possibilities I found is the Canadian French QWERTY layout, as shown here:

A complete list of (almost?) all QWERTY layouts can be found here:

So you could have a look yourself if there are other possible layout corresponding to your problem.

Could you post a screenshot of your keyboard settings?

You must have hit Left-ALT and Left-SHIFT. That will change your language on your keyboard. On a Canadian keyboard, for example, it will set the keyboard to French, with the corresponding problem with your question mark.

Press them together again and it should come back to normal, or give you an option to select the US keyboard again.
