Cannot open powershell, other apps after boot for good 15 minutes

Strange issue on my Dell 5491 laptop. Bought it second hand, good machine. Installed clean, fresh Win 11, after a while noticed that after boot, cannot open apps. if quickly open browser its working fine, but for good 15 minutes some other apps are not opening (powershell, powertoys etc.) However Task manager, settings opens fine, i see no issues there. Although settings app cannot check for updates.
After that good 15 minutes time frame all powershell windows suddenly opens up, and computer works fine after that, no issues there. Before some updates it was worse, as no start or task manager was coming up for that time frame. Very strange problem, dont know how to even start diagnosing it. Any help is appreciate.

Your problem is probably .net- perform solution listed Install .NET Framework 3.5 on Windows 11, 10, 8.1, 8 - .NET Framework

Edit-I read your original post incorrectly. (but I would enable .net 3.5 anyway) These are the things I would try.
While you are waiting for an app to open, open task manager and see if it will give you a clue of what is hosing it up.
Try a CLEAN BOOT to see if the issue remains. This eliminates any software conflicts causing the problem. Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts Tutorial
Also try booting into safe mode with networking. Possibly a driver is causing the problem. If everything works good in safe mode, make sure you are using the correct graphics driver. Go here(if you haven't already) and enter your service tag and make sure OS is set to Windows 11. I do know that almost all graphics drivers have been updated recently for Windows 11. played a bit with disabling some services. disabled display link, some intel services, dell services. so far looks good. i'll keep monitoring.
drivers where up to date, except for display link. which i updated after disabling it.

As said drivers were latest. I use vendors for drivers, and only manufacturer for bios updates. i suspect displaylink has something to do with it or some dell services which i disabled. when i have time will try to narrow and find the one culprit

Is the BIOS up to date? There are also firmware updates for the SSD.

Did you know that even the vendors suggest that you use OEM drivers when available if your product still has active support by the OEM? These drivers are tailored for your specific system.
