Can't back Windows 11 preferences in onedrive?

Hi, I am getting a bigger drive soon and want to opt to do a clean install rather than clone.
I was looking into, if I can back up my Windows 11 settings I have set, then just restore them one I reinstall Windows 11.
I found the option in settings > accounts > windows backup
But even though my onedrive is signed in, and backup preferences is ticked it still keeps saying onedrive not syncing at the top as well as preferences not backed up.
I have tried clicking on setup syncing, which gives the options of documents, pictures and desktop. It doesn't mention preferences in this.
I could choose pictures anyway as it says I need more space, so i went ahead and backed up the rest to see if going further would give the preferences option, but it didn't.
So now I have a back up of documents and desktop, and they are in onedrive, but it still says onedrive not syncing at the top as well as preferences not backed up.
Not sure what I am doing wrong here?
Or is there any other ways to backup windows settings?
You change so much over time, to tweak things or turn off stuff you don't want, i'd really like the option to restore settings.

No, because Windows settings are all over the place. The only true way to backup all your settings is make a system image. Restoring an image is my preferred way when installing a new drive. I never clone. Depending on what program you use to create and restore an image, with some applications (like Macrium) one can restore an image to a new larger drive and handle the resizing of the partitions in one go. I do not think that every backup app is able to do that, though.

Things to be aware of:
You have a 10th generation i7. Depending on your bios settings, there is a very good chance with a clean install your new drive won't be detected unless you insert Intel IRST drivers (F6) during the "insert drivers" step of the installation process. The appropriate f6 Intel Rapid Storage Controller driver is included in the driver package from Dell. To find it you unzip the .exe package. see my screenshot of the actual driver I downloaded for your system.
(Note: You would not see the new drive during an image restoral either unless the IRST driver is inserted into your recovery media)

Also, that laptop had a bios update in April. I would make sure you have the latest UEFI bios installed.

YOUR IRST driver unzips like this. The F6 folder must be put on flash drive and inserted during install.
