Because Rufus has a built in bypass for the Microsoft security requirements.

A clean install of windows 11 well also bypass Microsoft security requirements.

In this video, i will upgrade Windows 10 to Windows 11 on unsupported computer hardware. Although Windows 11 has a higher system requirement, you may still be able to perform an upgrade on an unsupported computer. The Windows setup has an “appraiser” service that checks to see if your computer meets the minimum hardware requirements for that version. It’s possible to replace the appraiserres.dll file in the Windows 11 setup with one from an older build of Windows 10. In order to replace the Windows 11 DLL with one from Windows 10, you’ll actually need the setup files for Windows 10.

A iso file is like a zip file. It has many files and folders on it. It was used to directly burn a CD / DVD.
Why do you want to convert the USB files into a iso? Select all files and folders and generate a zip file.
Next time you want to use on a USB boot able drive extract all files and folders to a USB drive formatted as Fat32.

Just download the windows 11 iso and simply use Rufus and use the bypass option

For me for whatever reason the latest version of Rufus does not seem to have the bypass option so I used 3.19 of Rufus portable version. The install version and portable version doesn't matter

The easy way to skirt the Secure Boot, TPM, and Microsoft account requirements: Use Rufus

USB installer tool removes Windows 11’s Microsoft account requirements (and more)
Systems without a TPM or Secure Boot support are trickier, but not impossible. We'll outline all of the steps you need to use to manually skirt Windows 11's install requirements, for those of you who prefer to know exactly what settings you're changing and why.

But since the launch of Windows 11, an open source tool called Rufus has added features that automate some of the install tricks we outline below, and it can remove the Microsoft Account requirement for Windows 11 Home and Windows 11 22H2.

To use Rufus, you'll want an 8GB-or-larger USB drive, plus a Windows 11 ISO downloaded from Microsoft. Select both the USB drive and the ISO file from within Rufus and hit Start, leaving all other settings at their default values; a confirmation pop-up will appear asking you whether you want to customize your installation. It's here that you can choose to remove the various install checks, including not just the Secure Boot and TPM requirements, but the RAM and storage requirements too (though this isn't something we recommend).

If you want to remove the Microsoft account sign-in requirement, note that the Rufus tool doesn't totally remove it, but reverts the installer to the Windows 10-era status quo. If you connect to the Internet during setup, you'll still be asked to sign in before you can do anything else. If you leave your PC disconnected, you'll see a "limited setup" fallback option that will let you go ahead with a local Windows account.

Importantly, removing these requirement checks (using Rufus or any other method) doesn't prevent Secure Boot or TPM features from working once you've installed Windows 11. The same Rufus-created USB stick can be used to install Windows 11 on both supported and unsupported systems with no loss of security or functionality.

It would probably have helped if you had explained what you are actually trying to do when you opened this thread instead of leaving users to guess. i.e. You would have received far better responses if you had said that your aim was to install Windows 11 in a VirtualBox Virtual Machine.

Creating a USB installer is of no help with VirtualBox as it needs either an ISO or physical CD/DVD. ISO is best.

The current release version (6.1.xx) of VirtualBox does not fully support Windows 11 installation and you therefore need to use the same bypass options that work for physical hardware that does not meet the Microsoft's spec.

The easiest way to install (or upgrade to) Windows 11 22H2 is to create a modified Windows 11 ISO installer using a variation of the workaround posted here for upgrading/installing on non-qualifying hardware

Rather than repeat the entire procedure see this VirtualBox Forum thread: https://forums.virtualbox.org/viewtopic.php?f=2&t=107198

EDIT: Forum links didn't seem to work from here so here's the procedure:

1. Create an empty text file and rename it as appraiserres.dll (Take care with the spelling!)
2. Create a copy of the Windows 22H2 installer (ISO) for modification.
3. Use whatever ISO utility you prefer which is capable of editing and rewriting ISOs to examine the copy ISO (e.g. I used Anyburn 'freeware' on Windows https://www.anyburn.com)
4. Run the ISO 'Editor' as Admin and load the Windows ISO copy: In the Sources Folder find and delete the existing appraiserres.dll file (which initiates the hardware checks); and replace it with the empty file created at Step 1.
5. Save (Write) the modified ISO to disk- you can choose to simply overwrite the existing copy to save space.

Then:

For Upgrades:

- Make sure you have backed up your Windows 11 VM Folder in case you need to recover from any problems.
- Launch your Windows 11 VM; load the modified modified ISO and use Windows Explorer to open the CD Drive and run the setup.exe file
- When you reach the Updates option screen, which asks about checking for updates during the upgrade make sure to choose 'Not for now' option - allowing updates during install will trigger remote hardware checks and a failed upgrade.
- Some users recommend turning off internet access during the upgrade, but I didn't find this to be essential.
- Run Windows Update after the upgrade successfully completes.

For new installations:

- Attach the modified ISO during the Template setup process and launch the VM
- IF you end up in a command shell, type 'Exit' to enter the UEFI Editor screen. Use the options menu to select Launch from the CD Drive and then 'Continue'.
- When you reach the Windows Installer Updates option screen, which asks about checking for updates during the upgrade make sure to choose 'Not for now' option - allowing updates during install will trigger remote hardware checks and a failed upgrade.
- Some users recommend turning off internet access during the upgrade, but I didn't find this to be essential.
- Run Windows Update after the upgrade successfully completes.

See also : https://forums.virtualbox.org/viewtopic.php?f=15&t=107088 for information on beta testing for next VirtualBox version, which should fully support Windows 11 guests and reduce the need for workarounds. However, not all workarounds can be avoided as the VMs will still recognise non-supported Host CPUs.

Like the title of this thread... That's easy

DL the ISO from Microsoft then input a 8GB stick or higher into the computer. Next open Rufus (DL Rufus 3.19p) and select the ISO then within Rufus there's a bypass option. Select that then proceed to create the setup and after it's done double click the setup file then proceed to upgrade
