i tried google searching, i tried disabling startup programs and services. i tried sfc /scannow. hopefully somebody can't suggest something cause i'm not sure what to do next.

I have no answer for you. Other than to say if no resolution can be found here, as a last recourse, contact the programs support team , as the error message indicates.

Not that it helps much... does this error happen upon boot? or when you're doing something.
I hate those generic error messages that don't give any info at all, at least state what program is giving the problem.

it's random, i have had it on boot, which is why i tried disabling everything on startup, but it persists. this last message happened while i was watching a youtube video.

Not sure if you've tried, but perhaps dism /Online /Cleanup-Image /RestoreHealth command, might help.

i'm on a fresh windows 11 install. it's been throwing up this error since day 1. i'm kinda OCD about installing unnecessary stuff so my program installs are at a bare minimum. everything that is installed, is disabled from startup and services, except two programs. logitech ghub, which will not run if i disable the update service, and start 11, a windows start menu replacement. everything else is drivers. i would assume since these are the only programs i installed that are always running, it's probably logitech or start 11, but since windows isn't kind enough to tell me what is causing the problem, it could very well be a driver or a windows service.

Try using reliability monitor to see if it will lead you to the faulting module. Within reliability monitor double click on an error in the graph to give more info about the error below. If that doesn't work, use event viewer log to correlate the times of these popup messages to an event which would probably give further insight to the fault as well.

reliability monitor does not show any event for today, but i did get this error today. looking at event viewer, there were no errors under application, and one error under system. that error probably happened before i got that error message though. i created this thread at 11:40am, shortly after getting the error message, but the error in the event viewer occurred at 9:17am.

It probably won't solve that error you originally talked about, but the error in the Event Viewer, just rename your computer to solve that. :)

Press Win+I and click the Rename under the current name of your system to edit it.

Given that @glaskuter has already pointed you to Relimon without results, another option is to look in the various logs that Event Viewer collects. You may be able to find something there. When hunting needles in haystacks -- as in your situation -- you can use Nir Sofer's excellent FullEventLogView tool, which consolidates ALL event logs into a single view to find errors quickly and easily.

i need the error message to pop up again before i can winspy. it usually happens once or twice a month so will be some time before i see it again.

i see several possible explanations for error code: 0x80070008. it "could" be not enough memory. it could also be a problem with windows updates, a corrupt OS, a problem with windows backup, not enough storage.

i have 16gb of ram. and since i've gotten this error message on boot, without doing anything else, i'm pretty sure i have enough memory to boot windows.

That is a .NET Framework Error. To Solve it, do this

Go to the
windows/syswov64 folder changing the MSVCR110.dll version 64 bit with the MSVCR110.dll version 32 bit or vice versa. If you are running x64, then you need the x64 dll file, if you are running x32 bit, then you need the x32 dll.

OR

Change the Application Pool in IIS. Open the application pool properties and go to Advanced Settings... Then change "Enable 32-bit Applications" to True. The default is False for a new one. The code part was set to "Any CPU" although I have fixed issues in the past by setting the CPU to x86.
