I changes the registry control\nsi. I changes the number 26 for " everyone" full control and read. the owner is the myname\administrator.
the problem is each time I reboot, it goes back to everyone read only. in the NSI I have myname/administrator. there was NULL SID in it's place before.

I'm sorry no one has answered your post. I will admit that I do not understand what you are trying to accomplish with your regedits, so you might reword your post and provide more information so that it gets more attention, such as the complete path to the entry in the registry and why.

It is evident that there is some other entry in the registry hierarchy that takes precedence over the entry you are altering that keeps changing it at boot.

Here's the info I found on the service you are trying to alter in case anyone wants to know what it is.
This service delivers network notifications (e.g. interface addition/deleting etc) to user mode clients. Stopping this service will cause loss of network connectivity. If this service is disabled, any other services that explicitly depend on this service will fail to start.
