Delayed LAN connection after cold startup

Hello all,
For last couple of weeks (not sure how long exactly) I am experiencing kind of strange behaviour of my LAN connection. After cold Win 11 startup, my LAN internet connection starting to work like after 1 minute or so. I dont think this is normal. After restart LAN is connected, much much faster, almost immediately after I see my desktop, maybe a few seconds delay. What could be a problem with cold startup ? Never had such issue. We can also exclude also any hardware and mostly software changes, except windows updates, regular GPU drivers and game updates.
Windows version is 22H2 22621.1194.
I gave it a bit of time, was hopeful that some windows update will solve it but updates are coming but nothing is changing and my frustration is growing.
Do you have any ideas ?

You might also try the Intel Driver & Support Assistant. It updated my LAN and WIFI drivers to the latest version.

By 'cold start', you mean 'power up'?
If you are adventurous enough, you could use LoadOrder from SysInternals(MS) and move your LAN device up the chain.
From LoadOrder, you would need to identify the device and change the flag in the reg.
This is not for novices and a backup is a MUST. A good understanding of the OS is required.

Just installed todays updates. Will see, but dont have high hopes :)
Regarding Intel Assistant - No supported driver or software updates are available for your system.

update:
just tried first cold start up after windows updates, feels like there is some improvement, 20 seconds betweeen I see my desktop and page in web browser is opened... could have been faster still I think

Just out of curiosity.....have you looked at what you've got in "Startup" , lately? (open Task Manager)
I try to keep my own Startup list as meager as possible, and my LAN goes online just about as soon as power is applied. It's Quick!

I've also knocked off about 20 'Services' that I don't want, or need.

    Given to me as DEAD, and irreparable.
    Rebuilt with Gigabyte mobo, AMD cpu, 16GB ram and 500GB Crucial SSD.
Startup services are clean, nothing new.
But anyway looks like I have solved it after all.
Solution turns out to be very simple. I switched LAN cabel to the different router port (from LAN2 -> to LAN1). Works flawlessly so far, network is identifed immediately after login.

I guess your system was behaving as if it was confused and was looking for your LAN in the wrong places. Maybe it was a cache issue? As in DNS resolver cache.

In the past, I have used a neat utility;
Complete Internet Repair.

But I downloaded today and Webroot says it contains malware. I've used it many times but not since Windows 11.

Have exactly same issue.
Some more details on it:

1. The situation is actually that computer does get connected to network at start, but once you login it get disconnected and can't find DHCP server for about a minute, after that it works.
2. I do have two LAN cards - one intell 1GB and another is 10GB optics - the problem exists on both.
3. Also not HW issue, as loading Linux has no problem
4. So, my theory is that some network related software does it. However, uninstalling Antivirus (Avast) , VMWare Workstation Pro (17) and VPN (NordVPN) did not solved the issue.
5. Cleaned startup quite extensively - does not helped
6. Next step I am going to disable all the non-Microsoft services using MSConfig and see if it help.
But the problem is clearly with some software I guess.

Actually disabling cards is what I has tried as well, removing Intel is not an option as it onboard , removing optic card I tried with no success.

Anyway, after disabling all non-microsoft services (though msconfig) the problem is gone and boy the way snappier computer starts and internet browsing works.
So now I am in process of enabling one by one to see which one is an accomplice, what I can say now I enabled all Intel, Avast, VMWare and NVIDIA stuff and they are not responsible.
Also removed completely Bonjur (Apple networking stuff I do not need) and Gigabyte control center (motherboard set of utilities) , so they are not related

OK, have to say I am kind of giving up :(
This is defiantly does not look as a problem with one service, its looks like some weried timing/timeout issue.
Basically what happens is , that when number of services starting surpass some amount/start time I am starting to get this issue.
It's actually can be viewed as two stages problem:
- "lite" stage, that can be demonstrated by if you leave browser opened and reboot (my Win configured to reopen the apps) , then it takes some time for it to reload last page/tab (in "good" case, with even less services, it start with already loaded).
- if you add more services starting snd reboot - then it does not "come out" from this last page loading, you get "no internet" message and the "globus" icon instead of network connection. At this stage if you do "ipconfig/renew" you get DHCP not found error message.

So it feels like some component times out due to multiplicity of services running and enter Windows in error state.

If you select the wrong option in msconfig, you can lock yourself out of windows because it won't recognise PIN or fingerprint. I had to restore from an image backup.

Anyway, kind of "solved" the issue.
Now my Windows runs ok and actually snappy.
I did some analysis on Even Viewer log notifications and this kind of directed me to the WPAD service making a problems, so I tried to disable it using various methods I found on net:

Tried quite a few , unfortunately only one option helped - to prevent service starting entirely using registry:
( set "
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WinHttpAutoProxySvc" to 4 - not start, was 3 - manual)
all other ways did not helped.

And now my computer running snappy and happily :)

I am doubt I actually fixed real reason behind the problem, but since I am running on home local network I do not need proxy auto discovery anyway, its ok for me.
