Hello all, sorry for the delay
Eventually, I had to replace monitor with a brand new one and connect it to HDMI.
New refresh rates are now available, and all works just fine. Enigma remains, whether this was a pure hardware issue or MS caused hardware issue, in some "hardware requirements" nicely packed in their cumulative updates...who knows...
I really appreciated your help and suggestions.
