Driver updates are "prohibited", how to allow?

The update center says that the drivers are not included in updates, and this is set in group policy. But in the group policy editor no such limitation is visible.

Welcome to ElevenForum... :)

I'm on Home, so I can't check GPE.
BUT... no drivers included in updates is a "good" thing.

I'd say that at least 50% of the problems on computers running Windows of any version, has been when MS included drivers in their updates, which then "conflicted" with the already installed drivers.

They are getting better at it, but it still causes more problems than it solves.

There are simply too many devices out in the world, for MS to test for driver compatibility for all of them.
They have enough trouble just testing for update compatibility.

It is in Group Policy (gpedit) under the branch
Computer Configuration > Administrative Templates > System > Device Installation > Device Installation Restrictions.

For more details on enabling or disabling, see this Windows 10 tutorial

Look at Computer Configuration -> Administrative Templates -> Windows Components -> Windows Update -> Manage Updates Offered By Windows Update -> Do not Include drivers with Windows Update

Is it enabled? That will block inclusion of drivers with updates (it is how I do).
