Still assembled, still runs. Haven't turned it on for 15 years?
You can give permission to take screenshots only for a specific program, for example Lightshot

Powershell:
SystemSettingsAdminFlows.exe SetCamSystemGlobal graphicsCaptureProgrammatic 0
$path = "HKLM:\SOFTWARE\Policies\Microsoft\Windows\AppPrivacy"
$values = @("C:\Program Files\Portable\LightShot\Lightshot.exe")
Set-ItemProperty -Path $path -Name "LetAppsSyncWithDevices_ForceAllowTheseApps" -Value $values -Type MultiString

Updated. I was wrong, the Lightshot works anyway.

In my case, I DISABLED the "new" function of PrtSc.

So my PrtSc key behaves in the classic manner. It just takes screen shots.

I "never" let any apps take screenshots or record my screen.
That just seems like RECALL running in the background. ^^
