Future windows including Windows 12 should have the following capabilities

Before releasing Windows 12, Microsoft should start talking with microprocessor manufacturers' executives and technicians (Intel, AMD, and others) about enhancing the technical capability of their microprocessors' chips so that operating systems like Windows do not require a restart in the following cases.
a)

when a Windows user feels it necessary to restart Windows after a virus scan

when it is necessary to restart Windows after Windows update

or after uninstalling some software that requires Windows restart

or some software installation requires Windows restart during the middle of software installation.

Microsoft Windows should do a little harder research and improve its already existing software skills to enable its OS from a software perspective to not require their OSs to restart taking advantage of these new chips made due to the agreements reached between Microsoft and CPU manufacturers(Intel, AMD, and few others if there are any)
b) MS Windows's previous and latest versions allow installation and uninstallation of only one software at a time. However, it is not capable of installing/uninstalling more than one software at a time. Windows 12 should be capable of more than one software install/uninstall at a time. and one last thing any bugs in the future Windows should be repaired automatically by Windows but it's ok if it doesn’t want to.

Have you used Feedback Hub [in All apps] to send this to Microsoft? We are volunteers here helping others whenever possible and never know if anyone from Microsoft visit and probably will not otherwise see it. As volunteers we can't change what the company does, only by letting it know.

As for the restarts being required, nearly always it is because something has been written to the Registry which is made up of 5 text files called hives, they hold the instructions Windows uses to know how to run things. Information is held in memory and the restart [and any power loss] clears out that memory and loads the new. Changes won't be completed until that happens.

This has nothing to do with chipset manufacturers. It has everything to do with how Windows is designed.

In many cases Windows could do updates or changes of any software without requiring a restart. Drivers are a different story though. Biggest issue is the registry, as was previously mentioned.

On Linux you can reconfigure anything but the kernel without requiring a restart. In many cases you can even patch the kernel too without having to reboot.

Along with that and the mention of Linux, could be part of why there's a hundred or so versions of Linux available, all designed a bit differently from each other. Could be those designers wanted something else.

This modularity would be a huge improvement to many aspects of the Windows OS, including security from hackers. But it would require a major re-design of the OS. Although I have read some speculation that it is already in the early works. My Linux updates usually take just seconds to complete on my old pc, kernel updates just a few minutes. Who knows, maybe by Windows 15 or 16.

1. How do you get round the basic fact that, in general, if a file is being used, you cannot SAFELY update it until it is not being used?

2. Why would you need to uninstall multiple apps at the same time - this is a solution to a problem I (and I bet most people) to a problem I never had!

3) How does Windows fix bugs automatically - I know, why not have a system that does updates automatically - oh wait a minute, that is what it does now. Also the real issue is not about known bugs but unknown bugs.

4) I do not see what chip technolgy has to do with well written software.

Don't know why not shut the computer down in those cases.
I always shut down my computer when not in use. With a SSD it boots in seconds and it's ready to use.

Which part of it? Is it the "something" part which usually means a program?

Is it about Memory [RAM Random Access Memory] which is volatile, holds data only when having power to it.

Or is it about the Registry itself?
