Help! Chrome notifications are on and working but won't open

This has been driving me nuts. My notifications are on, they pop up in the notifications bar, but when I click on them they don't open. I followed somebody's instructions and ran things in command prompt and powershell and restarted, but nothings changed. I'm really frustrated. I particularly want to be able to read my Twitter notifications, but all I can do is see who they're from, but I can't open and read them. Anyone know another fix?

What are your notifications settings in Chrome?
